It's when companies take the initiative in the sales proceedings, calling up potential buyers who probably have not heard of them before and making their sales pitch. Usually companies will have a list of business or consumers who are likely to buy their product/service and will target them solely, but sometimes they will 'cold-call' numbers systematically and annoy the general populace. The opposite is inbound marketing, whereby companies take the calls of consumers who have already become interested in the product through exposure to advertisements and such.
